The National Oil Company of Liberia, or NOCAL, is a wholly State-owned Corporation that is an agency and instrument of the Liberian State. The primary business purpose of NOCAL as a corporation is to execute an efficient commercial enterprise in relation to the petroleum rights under the 2014 Petroleum Law, and pursuant thereto, undertaking on behalf of the State reconnaissance activities, petroleum operations and petroleum transportation system operations, alone or in combination with others.
