Biography

Appointed Executive Secretary by President Muhammadu Buhari in late 2016, Engineer Simbi Kesiye Wabote is an experienced oil and gas professional with proven track record in engineering, supply chain, stakeholders management, local business development (Local Content) and general management.

Prior to his appointment he was a Director of Shell Petroleum Development Company (SPDC) and the GM Business and Government Relations for Shell Companies in Nigeria (SCiN). His career in Shell spanned over 25 years during which he served in various senior positions within and outside the country in engineering, project management, contracting, government relations, etc.

He led the construction of the Shell Osubi Airport in Warri Delta State Nigeria. He was at a time Shell C&P Global Local Content Manager responsible for the development of Royal Dutch Shell’s local content strategy and framework and supervised Shell Local Content implementation across several countries including Nigeria, Gabon, Brunei, Oman, Kazakhstan, Australia, Iraq, Qatar, Jordan, USA and new frontier countries for Shell.

 

Within a year of assumption of office as the Executive Secretary NCDMB, he has reengineering of the Board’s internal business processes in line with Executive Order 001 on efficiency in governance including the signing of Service Level Agreement with key stakeholder groups including NLNG, OPTS, and IPPG. He has embarked on rapid delivery of Boards projects such as the new 17-storey Headquarters Building, Nigerian Oil and Gas Parks Scheme (NOGAPS), launched the $200 million Nigerian Content Intervention Fund, and rolled out the Board’s 10-year Strategic plan, which articulates the vision of the Board to drive the realization of the 70% target in Nigerian Content by 2027.

He has also taken the message of local content practice to the Judiciary to enhance effective implementation and enforcement of the NOGICD Act. He is a firm believer of the need to extend local content practice to other critical sectors of the economy such as construction, ICT, power, and others so that the positive impact achieved so far in the oil and gas industry can also realized in these key sectors.

He is married with children and is an ardent lover of golf. Simbi holds an MSc from Leeds Metropolitan University. He is a member of the Nigerian Society of Engineers, Institute of Civil Engineers London and a COREN Registered engineer. He has received several awards both locally and internationally.
