Senior National Content Officer, Petroleum Authority of Uganda

Lindah Nalubanga Kasiisa is an economist and Senior National Content Officer at the Petroleum Authority of Uganda, where she heads the Manpower Regulation Unit. She has over 12 years’ experience in oil and gas regulation, policy, and energy governance, and has worked with the Office of the Auditor General of Uganda and the Extractive Resource Hub (UK). 

She holds a Master of Arts in Economic Policy and Planning and a Master of Science in Energy Studies (Environment specialisation, with distinction), and is a certified Performance Auditor/Trainer.  

Lindah has played a key role in shaping Uganda’s energy sector through international collaborations with oil-producing countries including Norway, Ghana, Nigeria, Kenya, and South Sudan, particularly in energy governance. She has been pivotal in advancing national content in employment and skills development within Uganda’s oil and gas sector, contributing to high levels of national participation and cost savings.  

She is also a published author in economics, environment, climate change, and energy, and an advocate for women’s participation in the energy sector.
