Ernest N.T. Rubondo
▪ Holder of an MSc in Petroleum Reservoir Geology from the Imperial College of Science, Technology and Medicine in London, Post Graduate Diploma in Petroleum Exploration and Engineering from the University of Trondheim, Norway and a Bachelor of Science in Geology from ChangChun College of Geology, P.R. China.
▪ Appointed to lead the country’s newly created Petroleum Authority of Uganda as Executive Director and Secretary to the Board starting September 2016.
▪ Coordinated Government of Uganda’s effort to negotiate and conclude the agreements required by the licensed oil companies to take Final Investment Decisions for the country’s oil and gas projects between 2019 - 2021.
▪ Was Commissioner and Director for Petroleum in the Ministry of Energy and Mineral Development, between 2008 and 2016 where he was part of the Government team that promoted the country’s oil and gas potential to industry, and negotiated the Petroleum Production Sharing Agreements between Government and oil companies and chaired the working group which formulated the draft National Oil and Gas Policy for Uganda which was approved in 2008 and the draft petroleum legislation which was passed in 2013 and 2016.
▪ A member of American Association of Petroleum Geologists and the International Society of Petroleum Engineers (SPE).
▪ Received several national and global recognitions, including:
a) Distinguished contribution for the discovery of oil in Uganda by H.E. President and Government of Uganda in 2006.
b) Joint recipient of the award for the Most Distinguished Contribution to the development of petroleum industry in Africa 2007 by the Global Pacific International, Cape Town, South Africa, in 2007
c) The Nalubale medal in recognition of the contributions towards the development of Uganda’s oil and gas sector in 2016.
d) African Public Sector Leader of the Year 2023 from the African Leadership Organization
e) Distinguished Individual Contribution to Africa’s Energy Industry by the African Energies Summit in the Big Five Board Awards 2025 in London, UK.
f) The SPE Africa Regional Director Special Award for outstanding contributions to the Society of Petroleum Engineers in May 2025.
