General Manager – Nigerian Content, Ventures and Regulatory Affairs, Chevron Nigeria Limited

Edwina Pafagha Kentebe-Oluwakayode is the General Manager, Partner Relations & Regulatory Affairs for Nigeria Mid-Africa Business Unit (NMA BU), Chevron International Exploration and Production, a role she assumed in October 2025.. She is based in Lagos, Nigeria. In this role, she oversees the interactions with NNPC Limited, NNPC Upstream Investment Management Services, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Nigerian Midstream and Downstream Regulatory Authority (NMDPRA), Nigerian Maritime Administration & Safety Agency (NIMASA), Nigerian Ports Authority (NPA), among others.

Prior to this position, she was General Manager, Nigerian Content, Ventures and Regulatory Affairs. Edwina joined Chevron in 1993 and has held numerous positions of increasing responsibility in Human Resources, Supply Chain Management, Deep Water, Escravos-Gas-To-Liquids and Joint Venture Relations in Nigeria, United Kingdom, and Angola during her Chevron career. She has 3 decades experience in the Upstream and Midstream Oil & Gas industry.

Edwina received her bachelor and master’s degrees in Biochemistry and Biochemical Pharmacology from University of East Anglia, Norwich, United Kingdom and Southampton University, United Kingdom respectively, where she co-authored two scientific publications in renowned scientific journals. 

In her role as the General Manager, NCVRA, Edwina implemented several strategies to ensure Chevron Nigeria’s compliance with the NOGICD (Nigerian Oil & Gas Industry Content Development) Act. 

She is spearheaded the review of the Chevron Nigeria Local Community Content Standard Operating Procedure (LCCSOP) to ensure that Chevron LCC process is consistent and compliant with the provisions of the Petroleum Industry Act and the NCDMB Community Content Guidelines (CCG). 

Edwina led the effort to facilitate the promotion of Nigerian companies that have built in-country manufacturing capacity.  She created the platform for engagement between various functional teams within CNL and the indigenous companies to know their capabilities through the bi-annual CNL Vendor Engagement Session. 

Beyond championing compliance with the NOGICD Act, She is professionally aligned with the Petroleum Industry Act (PIA) 2021, with a strong focus on supporting the regulatory and commercial mandates of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), and Nigerian National Petroleum Company Limited (NNPC Ltd.), through NUIMS. She plays an active role in stakeholder engagement, fostering constructive regulator–operator collaboration and advocating a stable, transparent, and investment‑friendly operating environment that supports sustainable Nigerian participation across the petroleum value chain.

Edwina is married with Children. Her hobbies include Reading, Traveling and Cooking.
